Meet the CBFS Team:

Picture of Winston TanWinston Tan is the Principal of the Management Consulting Practice for the CBFS Team. He has worked in a variety of public and private industries providing management consulting and assistance in the United States and overseas. He specializes in total compensation solutions (including base pay, variable pay, and benefits analysis), strategic planning, organizational design, and human resource performance development.

Prior to joining CBFS, Winston was the Principal of Human Resources for the National Consulting Group, a management consulting organization within the National Rural Electric Cooperative Association (NRECA). Since 1989 he has provided compensation, organizational development, strategic planning and other consulting services to the electric utility members of NRECA.

Prior to working at NRECA, Winston worked for Austin & Lindberg International a strategic consulting firm based in Brussels, Belgium. There he worked throughout Europe assisting clients in performance improvement, operations assessment, market analysis and in the development of feasibility studies evaluating expansion and investment.

Winston holds a Master’s degree in International Management from Boston University’s International Management School in Brussels, Belgium and a Bachelor of Arts degree from Covenant Life College, Alaska. He speaks frequently at industry conferences on compensation and HR issues.

Michael Frizzell is a client manager for CBFS who has worked with organizations both large and small in the private and public sector. He holds a Master’s Degree in Industrial / Organizational Psychology from Radford University, Radford, VA. He also holds a Bachelor’s in Psychology and Human Resources Management from Southwestern Oklahoma State University, Weatherford, OK. He is also certified as a Senior Professional in Human Resources by the Human Resources Certification Institute.

In the private sector Michael has served as a compensation analyst for Planning Research Corporation (PRC), a subsidiary of Black & Decker Corporation. While at PRC he conducted various studies and analysis and provided senior executives with decision-making tools regarding compensation design and implementation. Michael also served as staff consultant for Litton Enterprise Solutions, a subsidiary of the Litton Corporation. While there he provided training and organizational development services for a variety of clients including Sterling Software, Dublin OH, and Atlantic Research Corporation, Gainesville, VA.

In the public sector Michael has served a variety of agencies both as an internal resource and as a consultant. Michael was a Compensation Analyst for the Virginia Department of Transportation. He also served as the Human Resources Manager for Coffeewood Correctional Center, a large state correctional facility. He also served as the Compensation Manager and Acting Human Resources Manager for the Virginia Department of Medical Assistance Services, Virginia’s Medicaid Agency.

Michael brings a broad range of experience to the CBFS Team. As a Research Fellow for the Washington DC area based Logistics Management Institute, he served a variety of public agencies. Michael has developed human resources planning and development models for the over 100,000-member workforce of the Internal Revenue Service. He developed staffing and training models for the US Customs Services “Non Intrusive Inspection Program.” He conducted team-building sessions with the executive staff of the British Ministry of Defense, Defense Procurement Office. He developed process re-engineering and training tools for the Defense Department Commissary Agency and he conducted organizational analysis studies for the field offices of the Federal Emergency Management Agency.

Most recently Michael was the Principal of Human Resources for the National Consulting Group, a management consulting organization within the National Rural Electric Cooperative Association (NRECA). In that capacity he provided compensation, organizational development, strategic planning and other consulting services to the electric cooperative members of NRECA.

Michael bases out of Winston-Salem, NC and enjoys the wonders of private flying whenever he can find the time.

Roy Cowan is a Project Manager for the CBFS Team. He was most previously the Chief Executive Officer for Sandhills Utility Services (SUS) at Fort Bragg, NC. SUS owns and operates the electrical distribution system on Fort Bragg, Fort Pope and Camp Mackall. Sandhills Utility Services is a company established by the four electric cooperatives that surround the bases (Lumbee River, South River, Pee Dee, And Central EMC’s) for the expressed purpose of participating in the US Militaries Utility Privatization efforts. Prior to his role at SUS Roy was a Principal and consultant for the Utility Management Practice for The National Consulting Group, (NRECA) for over 24 years. Roy has worked with investor-owned, cooperatives, public power and municipal utilities in the United States and internationally. His career within electric utilities includes positions as Journeyman Lineman, Electrical Technician, Engineering Technician, District Manager, Manager of Electrical Operations and Chief Executive Officer.

Roy has worked in international programs in several countries around the world as a technical advisor establishing new utilities as well as plant renovations. Roy holds a BBA from Central University in Edmond, Ok. as well as certification from Oklahoma State University in electrical technology.

Some of his past assignments and experience include the following:

Compensation Planning for over 200 G&T and distribution cooperatives nationwide. Roy has managed complex projects to develop modern compensation planning program for customized applications. Roy is skilled in applying a broad market database in the analysis of salary values and cost impact. Roy has worked extensively with Boards of Directors and CEO’s in developing executive compensation plans focusing on corporate performance and the special operating circumstances the executive office faces.

Human Resource and Facilities Planning for organizations that wish to develop long range forecast and plans for staffing and facility needs. Roy works with management and staff in identifying changes that will require new, expanded and/or enhanced human resources to meet the changing business environment. He has assisted in the re-engineering of the organization to fit functional lines of business with HR configurations. Recommendations including cost impact, project schedules, and case alternatives are developed for presentation to senior management and the Board of Directors.

Roy was born and raised in Norman Ok. He and his wife Brigitte live in Staunton Va. in the Shenandoah Valley where they hope to semi-retire some day. Roy and Brigitte enjoy outdoor recreation; fly fishing, golf and hiking with their dog Kimball. Due to overseas assignments they have been able to travel extensively throughout Asia and Europe.

Robert “Bob” Gallucci is President of Summit Consulting Group and specializes in strategic planning facilitation and team building for public power utilities. Before devoting fulltime to his consulting practice, Bob held the position of President & CEO of Ruralite Services, Inc. – a publishing and communications company serving Electric Cooperatives and Public Utility Districts (PUD’s) throughout the Western United States, including Alaska and Hawaii.

Prior to Ruralite Services, he was Vice President/General Manager of KING AM/FM radio, the flagship radio stations of King Broadcasting Inc. in Seattle Washington.

Bob earned his masters degree in Finance and Organizational Change from the University of Oregon’s Lundquist Business School. He lives in Portland, Oregon where he also serves on the Board of Directors of the Boys & Girls Clubs of Portland. Bob is well respected for his success in turn-around situations, and his ability to assist organizations in assessing their strengths and weaknesses and developing a blueprint for change.

Terri Smiley is a project manager in the Financial and Administrative Practice for CBFS. She has worked in the electric energy arena for over 20 years. Terri specializes in optimizing financial management, organizational structure, and customer service.

Prior to joining CBFS, Terri was the Manager of Administrative Services at Flathead Electric Cooperative in Kalispell, Montana, for over 14 years. She directed the financial, customer service and information technology functions of the cooperative and its two subsidiaries. In her capacity as Chief Financial Officer, she managed the due diligence and funding requirements for a $120 million acquisition of an investor-owned service territory that quadrupled the cooperative’s membership. During Terri’s tenure, membership grew to over 55,000, and annual revenue exceeded $90 million. Terri restructured staff and workflow to meet the needs of the expanded membership.

In addition to financial management, Terri collaborated with the Attorney and Board on a variety of strategic, regulatory and legal issues, as well as personnel matters and union contract negotiations. She implemented benchmarking for customer service, and centralized information technology functions to improve efficiency and reduce risk.

Prior to working at Flathead Electric Cooperative, Terri was the Administrator of the Northwest Power Planning Council in the Montana Governor’s Office. She provided overall management of the Council’s professional staff and contractors, and acted as staff liaison with electric utilities and the Montana Legislature on electric energy policy issues.

Terri holds a Master’s degree in Public Administration from the University of Montana. She and her veterinarian husband “Doc” maintain homes in Wisconsin and Montana, where they enjoy a variety of outdoor recreational opportunities.

Mark Kremen is the co-founder of Training Unlimited, a management and training consulting organization based in Bradley Beach, NJ. His focus for the CBFS Team is in customer service, team building, human resources consulting, motivational speaking, developing and facilitating professional development programs, and performance optimization.

Prior to founding Training Unlimited, Mark had over 10 years of management and leadership experience within the training and human resources fields supporting banking, education, entertainment, financial services, government, healthcare, insurance and manufacturing organizations. He holds a Master of Science in Industrial/Organizational Psychology from Radford University, VA and a Bachelor of Science in Psychology from Longwood College, VA.

Mark is the certification director for the Jersey Shore Association for Human Resources, and holds memberships in the Society for Human Resources Management (SHRM) and is a frequent speaker at business events.
